





Edwin Barrera is the President/Founder of PHD Vision,an educational business and
concept that challenges Public Education from the Home to the Doctorate. Edwin,
an architect turned educator, has been developing PHD for 15 years as he spent
10 years at the University of Texas at Brownsville as a counselor and program
administrator. He then refined the design at a K-12 public school where he served
as the grant administrator for the San Benito Consolidated Independent School
District for four years. The first PHD Program was implemented through 21st CCLC
grant funding which later became a national model of innovative after school and
community education. His business currently has oversight over 15 grants in Texas
and in Georgia with over 8,000 students and 40 campuses participating. Edwin still
works for the National Community Education Association (NCEA),the National
Center for Community Education (NCCE), and as a 21st Trainer for the Department
of Education and helps train, consult, and present the PHD model throughout the
country.

The Public Education from the Home to the Doctorate (PHD) philosophy is simply-
the idea that all underprivileged children should receive the opportunity for post
secondary education along with the necessary strategic guidance integrated into a
child’s learning environment. These innovative strategies begin with parental
support at home and continue into programming crafted by through PHD as early
as kindergarten. The PHD program was first implemented as a 21st Century
Community Learning Center in San Benito Texas, a poverty stricken school district
in South Texas of about 25,000 residents. The PHD program began as an after
school and adult education program for the entire community that focused on
instilling a post secondary educational vision in grades K-12 as well as an adult
program that offered GED, ESL (English as a Second Language), and various
career planning activities, allowing for the resumption of education.
PHD Vision is a business that was founded by the former director of the highly
successful PHD program, Edwin Barrera. PHD Vision was inspired by the vision of
higher education opportunities for every student. PHD Vision provides a unique
blend of educational and cultural experiences throughout various schools in the
Rio Grande Valley. PHD Vision is more than a business that just provides a service
to make money, it is a ministry that reaches for the continual improvement in
society by providing help and opportunity to individual students to succeed at all
that they might hope for through writing and designing grants in partnership with
any willing and ideal school districts, business partners, or individuals. PHD Vision
was founded by vision of better living through education.
